I have limited photo editing software, so for now I'm adding text to a photo using only PowerPoint.

I have a jpeg photo, taken at fine quality on my camera, so photo sizes range 4-5meg. I'm adding a line of text below the photo. The only way I've come up with is getting the photo in Powerpoint, and then adding the text. I tried saving the photo and text, and then opening in Paint to save as jpeg. I've also saved to jpeg from PowerPoint. I notice that file size (assuming resolution) is greatly reduced, below a meg. I had a couple t-shirts done and the quality is not great.

Is there a way, with basic Windows software to add text to a jpeg photo, and keep the original size and quality??

I know CP wants either PNG or JPEG, and maintaing resolution. My original photo is 3072x2304 pixel, 72 dpi, 5meg. Editing the photo as described above gives me 790x592 96 dpi, 97K.

Is there simple and / or free editing software to use?
