So I've read that if you use white on a T-Shirt design that the color of the shirt shows through, because CafePress can not print white ink.

So at what point does it starting printing the color? If I wanted to do an "off white" how far from white do I have to get before it starts printing?

The result is very similar if not identical to printing on colored paper in a color printer from your computer, if that helps. There's nothing that will get you "close to white" on a yellow shirt. It's going to be "shades of yellow"

It works exactly the same way your home color printer does. If it can detect color, it prints color. Use your home color printer to print on colored paper and you will see about how it works.
