I'd suggest reading the FAQ's for the graphic design.
10" x 3" isn't enough information. If the DPI (dots per inch) is too low (eg. 72 dpi) then it's a tiny image. You'd want 100, 200, or 300 DPI to get a usable image. If you want to make life even easier on yourself I'd recommend ignoring inches and DPI and just design your image to the exact PIXEL dimensions recommended (eg. 1000x300 pixels). I'm taking a wild guess Paint.net isn't sufficient for this, but I have no idea what that program/service is. That would not be the correct dimensions for the bumper sticker. The bumper sticker is a bleed product. While the finished size is 10 x 3 the image size needs to be 10.5 x 3.5 (at least if the background is anything but white). So the pixels should be 3150 x 1050. Using the product templates is the easiest and fastest way to know that your image is the correct size. http://www.tutortanith.com/use_template.htm As for Paint.net, I've heard that people sometimes have trouble figuring out correct sizing with it. In Paint.net you can set the size you want your blank canvas to be by going to "Image" then "resize" or "canvas size". You can choose the number of pixels, (or dpi or size in inches) there. If you already have your image on the screen, be sure to use "resize". If you are resizing an image, you can mark the check-box to "Maintain aspect ratio" and you can put in either the height or width and it will figure the other.

If you "resize" an existing image to make it larger there will be some loss of quality. How much loss in quality depends on the image and how much enlargement. It is much better to re-create the image the right size.
