someone can help me, since I joined in cafepress till now I'm not made a commission yet, although I have promote my shop in search engine ,blog and etc. so what I must do? is basic shop impossible to get some money? so, if all of shop must upgrade to premium shop or must pay to promote? if there is no other way to free promote? I almost despair .
Please give me advice.

It is entirely possible to sell from basic shops. You won't do it the way you are. You have already been told once - you need to open one basic shop for each design. You cannot expect to sell with so few designs on such a limited selection. It is harder to market with basic shops but it can be done if you have your own web pages not on CafePress.

It takes time. Typical time to first sale is about four months. Typical time to regular sales is six months to a year.

It will take however long it takes for a customer who is actually interested in your designs to find your shops. No sooner, no later.

There's no magic formula or guarantees. First, you need to make sure you have designs that people actually want to buy (Quality). Then, you need to make sure that you're not competing against thousands of similar designs (Uniqueness). Finally, you need to let the right people know about your designs (Marketing).

Quality, Uniqueness and Marketing are all variables in the equation of "when will I start making money." And, since they are variables, there's no way to tell you when, if ever, you will make money here. All I can say is that the better and more unique your designs are, and the better you market them, the more likely you are to make money.
