I typically will do a downsized version of an image for web graphics, etc. I've noticed that in PSP X2, the smaller size graphic is not as clear as what my old install of PSP X can do. No matter what options I choose - smart, bicubic, bilinear, etc. Anyone else notice this?

Well not in the new versions, because I use version 7 and that's pretty old now. However softening in downsized images does seem to be a general issue with PSP.
I normally apply a sharpen filter after downsizing/resampling.
The other thing I've noticed using various versions of PSP over the years is the softening is often worse the greater the downsize step. Sometimes if you downsize say in two steps say by 50% first then downsize to the size you want this often seems to produce better results in my experience
Here's another angle on downsizing in PSP. For purposes totally unrelated to CP I have downsized images to a single pixel to arrive at an average color for the whole image. I find the color is usually way off if I don't resize to 100x100 first. Not sure if that gives any useful information, but there ya go.
You may want to try out some free alternatives like GIMP or Irfanview which offer some different and interesting resampling methods.
I have used PSP for 10 years, and now have PSP 8. I noticed after getting 8, JPG's no longer save nice, they are pixelated, go figure. For the last year at least, I only save in PNG for banners, graphics, and of course CP. I save one transparent PNG for both black and white on CP. Never JPG's. Don't know why it changed, but it definitively did.
When I resize, I have to use weighted average. Didn't have to do that before either.
