I load my eps version into Paint Shop Pro 7. "Image Information" tells me that the size is 2400 x 2400 (12" x 12") at 200 pixels per inch.

Once I png the eps image, "Image Information" tells me that the dimensions are 2400 by 2400 (85.714 x 85.714 cm) at 28 pixels per cm. When I open the png in Illustrator, it is 33.333 inches wide and tall!

Can someone explain to me what is going on and what, if anything, do I need to do to make 12 x 12 images?

Your help would be most appreciated!

Ignore inches/centimeters - what counts is the dimensions in pixels.
