I recently had a design with that on it cup'd. Is it because that phrase is copyrighted? I tried locating it on the registry but I can't find anything on it.

I've driven I-35 from the Mexican border to the Canadian border several times. Texas uses that slogan on highway signs that declare the fine for littering.

Something like -

Don't Mess With Texas.
Littering Penalty of $700.
