Do you mean CP? No, you won't get a blank product... you'll just get no order at all or just the product/s that could be printed.
You can use photos - we have shopkeepers that do it all the time. What image being flagged are you concerned with?
If you took a photo of Britney Spears - that won't fly - she is entitled to her likeness being used only with permission just as anyone else. It's *possible* that perhaps the image of your wife was flagged because it wasn't clear it was personal and likely to be permitted... after all, you already had one image that was suspected as an infringement. CafePress may not have had an obvious indication your wife was a willing, permitted model. We all have our rights to not be used commercially.
As always you can email CUP@CafePress.com and ask... be sure to point out the order number or the images in question. If permissions need to be gained they can let you know. However, my best pre-coffee guess is that one suspected infringement caused them to suspect the other.
Being red-flagged can be just a temporary, holding pattern. It means that CafePress has either determined it to be an infringement OR they need more to go on and hope you'll supply the necessary info to demonstrate your images ARE permitted for commercial use. Just email them and work it from there.
