I'm not sure how to word this so I'll just explain what I'd like to do. I sponsor some pro volleyball players, as an incentive I'd like for them to get a percentage of sales from people they refer to the shop. Since they aren't a business, can they still sign up on CJ and we do the affiliate thing? I guess what I'm asking is can anyone sign up on CJ as an affiliate of my shops?

Easy answer, sure they can...

Hard answer, they would be best to have a website or blog where they could post the affiliate links. It is possible to be an affiliate using email, but email affiliates have to be careful in how they operate due to all the spam stuff.

Great, thanks for the quick reply Shawn. One more quick question - they will all have profiles on my dotcom, can the links be posted there or would they not want 12 people using the same site?

You could do it that way.. However, you would want to let them know that whoever's link the shopper clicked on, that player would get the credit since once the shopper is in your shop, the player would get credit for any of the sales.
